Typical Illinois River tributary southwest of Fayetteville, Arkansas, has siltation caused by Highway Department's dredging of roadside ditches

Please click on individual images to ENLARGE view of stream that enters the Illinois River. This one is near a highway and shows signs of dumping of assorted material in the creek. Worse, however, is that Arkansas Highway and Transportation workers mow and then dredge out ditches from which water from the highway carries silt into the stream. That reduces the success of many native species that inhabit the stream. It is easy to haul out the junk and debris. But silt is difficult to remove. Neither should be in the stream. Thoughtless people dump the junk into creeks. Well-paid workers dredge the ditches and cause the erosion at taxpayer expense!

I know many of you have plans to attend the Whitaker for Congress kickoff party at U.S. Pizza as well on Monday night, so we'll try to get you out as quickly as possible.

1. CALL TO ORDER. JUDGE EDWARDS

2. PRAYER AND PLEDGE OF ALLEGIANCE.

3. ROLL CALL.

4. ADOPTION OF AGENDA. At the beginning of each
meeting, the agenda shall be approved. Any JP may
request an item be added to the agenda subject to
approval of the Quorum Court.

5. APPROVAL OF MINUTES. Approval of the minutes of
the January 14 regular meeting of the Quorum Court. (5.1)

6. FINANCE REPORT. STEVE ZEGA

7. COUNTY JUDGE’S REPORT. JUDGE EDWARDS

8. COMMITTEE REPORTS.

A. Amendment to the Rules and Regulations of the Planning
Director Regarding Zoning. This amendment is being
recommended by the County Services Committee. A simple
motion is needed by the Quorum Court to approve. (8.1) JACK NORTON

B. Revised Contract Between Washington County and the
Participating Veterinarians in the County’s Spay/Neuter
Program. The Washington County Animal Concerns
Advisory Board and the County Services Committee is
recommending revisions to this contract that has been
in place since February, 2004. (8.2) JACK NORTON

C. Consideration of Proposed Amendment to the Employee
Handbook. The Personnel Committee is recommending
amendments to the Sick Leave Policy. Changes to the
Employee Handbook must be approved by a majority vote
of the full Quorum Court. (8.3) MICAH NEAL

9. AN EMERGENCY ORDINANCE RATIFYING CONDITIONAL
USE PERMITS GRANTED BY THE PLANNING AND ZONING
BOARD. Ordinance No. 2010-02 requires the Quorum Court
to ratify CUPs granted by the County’s Planning & Zoning
Board. This ordinance contains an emergency clause
requiring only one reading and will go into effect immediately
upon passage. (9.1, 9.2) JACK NORTON

10. AN ORDINANCE APPROVING AN INTERLOCAL AGREEMENT
BETWEEN WASHINGTON COUNTY, ARKANSAS, AND THE
CITY OF BENTONVILLE, ARKANSAS, CONCERNING THE
BOMB SQUAD; AND OTHER MATTERS. This ordinance is
on second reading. (10.1, 10.2) MARY ANN SPEARS

11. A RESOLUTION DECLARING THAT A VACANCY EXISTS
FOR THE POSITION OF CONSTABLE, JUSTICE OF THE
PEACE DISTRICT #1. The Constable elected in Justice of
the Peace District #1 has moved out of Arkansas thus creating
a vacancy. (11.1, 11.2) MICAH NEAL

12. A RESOLUTION AUTHORIZING THE CLERK OF THE
DISTRICT COURT OF ELKINS TO DESTROY CERTAIN
RECORDS PURSUANT TO ACT 627 OF 2007 (A.C.A.
§16-10-211) AND AUTHORIZING THE COUNTY JUDGE
TO SIGN ANY NECESSARY DOCUMENTATION TO
ACCOMPLISH SUCH. This resolution is being requested by
the City of Elkins District Court and is being recommended by
the Jail/Law Enforcement/Courts Committee. (12.1, 12.2) MARY ANN SPEARS

13. AN ORDINANCE AMENDING WASHINGTON COUNTY
CODE 3-30.1 REGARDING CERTAIN FINES TO BE LEVIED
IN DISTRICT COURTS. This ordinance is on first reading
and is being recommended by the Jail/Law Enforcement/Courts
Committee on a 3-2 vote. (13.1) STEVE ZEGA

14. A RESOLUTION IN SUPPORT OF SHERIFF TIM HELDER’S
PLEA REGARDING REIMBURSEMENT FOR HOLDING
PRISONERS. This resolution is being brought to the
Quorum Court by JP Candy Clark. (14.1) CANDY CLARK

15. OTHER BUSINESS.

16. CITIZEN’S COMMENTS. Fifteen-minute comment period
with a three-minute limit for each individual to comment on
items on the agenda or other items.
