Quorum Court Agenda for November 10, 2011

REGULAR MEETING OF THE
WASHINGTON COUNTY QUORUM COURT
 
Thursday, November 10, 2011

A G E N D A
 
1. CALL TO ORDER. JUDGE EDWARDS
 
2. PRAYER AND PLEDGE OF ALLEGIANCE.
  
3. ROLL CALL.
 
4. ADOPTION OF AGENDA.  At the beginning of each
 meeting, the agenda shall be approved.  Any JP may
 request an item be added to the agenda subject to
 approval of the Quorum Court.
 
5. APPROVAL OF MINUTES.  Approval of the minutes of the
 October 13 regular meeting of the Quorum Court.  (5.1)
 
6. PUBLIC HEARING.  At this time the Quorum Court will
 Conduct a public hearing that is a requirement of a grant
 application to the Arkansas Economic Development
 Committee.  The purpose of the hearing is to identify
 and prioritize the needs of Washington County who is
 considering applying for Arkansas Community and
 Economic Development Program (ACEDP) funds.
 ACEDP funds are federal assistance received by the
 State of Arkansas and administered by the Economic
 Development Commission and made available to cities
 and counties  according to need.  (6.1) JUDGE EDWARDS
 
7. A RESOLUTION AUTHORIZING THE COUNTY JUDGE TO
APPLY FOR AN ARKANSAS COMMUNITY AND ECONOMIC
DEVELOPMENT PROGRAM GRANT ON BEHALF OF THE
 TYSON FOODS, MEXICAN ORIGINAL PLANT.  This resolution
 is a requirement of the ACEDP Grant Application.  It will be
 reviewed by the Finance Committee on November 8.  (7.1) CANDY CLARK
 
8. PUBLIC HEARING.  At this time the Quorum Court will

 APPLY FOR A RURAL SERVICES BLOCK GRANT ON
 BEHALF OF THE LINCOLN FIRE DEPARTMENT.  This
 Resolution is a requirement for the Rural Services Block
 Grant Program.  It will be  reviewed by the Finance Committee

10. AN ORDINANCE LEVYING THE COUNTY, MUNICIPAL
 AND SCHOOL DISTRICT TAXES FOR THE YEAR 2011.
 The Quorum Court is required to levy the county, municipal,
 and school taxes for the current year at its regular meeting
 in November of each year.  (10.1) CANDY CLARK

12. COUNTY JUDGE’S REPORT.  (12.1, 12.2) JUDGE EDWARDS
 
13.  COMMITTEE REPORTS.
 
 A. Amendment to the Employee Handbook.
  The Personnel Committee is recommending an
  amendment to the Military Leave Policy.  Changes
  to the Employee Handbook must be approved by
  a majority vote of the full  Quorum Court.  (13.1, 13.2) ANN HARBISON
 
14. AN EMERGENCY ORDINANCE RATIFYING CONDITIONAL
USE PERMITS GRANTED BY THE PLANNING AND ZONING
 BOARD.  The County Planning Board has approved Conditional
Use Permits for Saddlebock Brewery and Hughmount Village
Subdivision.  This ordinance contains an emergency clause
and will be in effect immediately upon passage.  (14.1-14.3)         JOHN FIRMIN
 
15. AN ORDINANCE AMENDING WASHINGTON COUNTY
 CODE 11-32 ET SEQ PERTAINING TO THE MOVING OF
 BUILDINGS.   This ordinance is on first reading and is being
 recommended by the County Services Committee.  (15.1) JOHN FIRMIN
 
16.  OTHER BUSINESS.
 
17. CITIZEN’S COMMENTS.   Fifteen-minute comment period
 with a three-minute limit for each individual to comment on
 items on the agenda or other items.
